It's true that legislated morality isn't likely to please everyone. But as you point out, it does tend to emerge in cases where our ethical convictions converge on a common interest. In these cases, doesn't there come a time when we feel justified in enforcing the same ideas on everyone? What kind of ethical theory do we apply in these cases?
