Can a HOA rule enforce no entry to their gate when there is a right of way?

Our subdivision is located inside another subdivision. However, the street going to our subdivision was bought by our developer, thus we have a right of way. However, the first subdivision enforce a sticker of their own. Is it legal for them to enforce their sticker to our homeowners when we have our own sticker? They also charge all deliveries going to our subdivision. Since we also enforce fee to all deliveries as additional income to the HOA, it's double jeopardy to our Homeowners. Is this legal? or should we fight for the our Subdivision's right of way?
