I have a picture of an unusual statue taken in Rome that I would like to identify. Hoping someone can help.?

It was taken in 1999 and was in the middle of an intersection; a standing male looks as if he is a fisherman with a (devil's fork-like) spear) and there are male mermaids on each side of him with fish. Anyone know the identity of the statue/monument? I can e-mail a scanned copy of the photo.
