How do i get out of the friends with benefits?

why do guys want to be fwb but then dont feel like they should ask you out because "they dont like you enough" i know i'm probably being played but this guy wouldn't do that to me. now i'm thirteen so its not like we're having or anything but we are ting (showing no more than what a bathing suit would) it doesnt feel right. what do i do?
