Why does Yahoo allow bots?

The use of bots is clearly against the Terms of Service for Yahoo. Yet, it is impossible to go into a chat room, game room or even log into messenger and not be bombarded with bots. The chat rooms have all but died because of them, the game rooms are on their way, and several people I know stopped using messenger because of them. But Yahoo does nothing to stop them. Why?
