Do you have to be on a certain level to have a TC badge?

Not at all. It depends on your contribution to the Yahoo! Answers community, and how many best answers you have in a certain category. I've seen level seven users who aren't top contributors, and I've seen level two users who are. That just goes to show that points have nothing to do with it.
