Why does page unavailable come up after pc has been turned off and then on again.?

Last few days the only way to get back on internet is to do a system restore.I turn firewalls off,detection settings on automatic and tells me I'm connected,I get msn and email but no homepage or internet.is it something to do with my LAN settings?
